THOT – Interoperable Forensic Intelligence Services Platform with Innovative Solutions to Support Service
The THOT project proposes the implementation of a central forensic intelligence platform for the Scientific Police that unifies interfaces, data, and analytical services into a single workflow. Its objective is to enable early, traceable, and secure decisions, from the collection and preservation of evidence to its processing, correlation, and dissemination to corporate systems.
In an environment with non-interoperable tools and fragmented processes, THOT offers a cohesive response aligned with the legal and operational requirements of the State Security Forces. The platform incorporates immutable digital chain of custody, granular access control, end-to-end encryption, exhaustive auditing, and Responsible AI principles, facilitating institutional acceptance and regulatory compliance.
The differential value of THOT is supported by five pillars. First, a multi-agent AI core capable of adaptive analysis, hypothesis generation and evaluation, and pattern/anomaly detection. Second, a semantic data space based on ontologies and knowledge graphs that normalizes, integrates, and enables federated searches across internal and external sources. Third, operational optimization through intelligent scheduling of tasks and resources, with what-if simulation. Fourth, advanced and secure communications. Fifth, multi-user XR immersive training with cognitive evaluation, accelerating training and knowledge transfer.
THOT covers the full cycle. The data space consolidates information, the processing pipelines perform ingestion, enrichment, and legal control. The AI service executes automated and assisted analyses, graph-based correlations, and natural-language queries. In addition, BPM orchestration coordinates requests, case states, and resource allocation, while the proactive alert system provides explainable diagnostics and multichannel distribution.
The THOT project, funded by CDTI within the framework of the Pre-commercial Public Procurement (CPP), develops a solution that unifies robust and validated technologies into a cohesive system that meets forensic and security standards.
The project spans 36 months organized into phases with validation milestones. Phase I (6 months) has a budget of €395,685.36, focused on detailed design, prototyping, initial integration, and functional validation in operational scenarios. The ForensIA THOT consortium (UTE) is composed of four Spanish companies under the leadership of HI IBERIA. The proposal maintains independence and cross-interoperability with the solutions of ForensIA HORUS, a comprehensive technological ecosystem designed for data collection, processing, and intelligence directly at the crime scene. The solution unifies multimodal and hybrid capture, through LiDAR scanning, 360° panoramic photography, biometrics, and light sensors mounted on drones, with an edge processing architecture (Edge Computing) that guarantees offline-first operation and tactile and immersive interfaces. Its main key differentiator lies in the three-dimensional reconstruction of the Extended Forensic Digital Twin (GDFX) of the scene and the generation of the Trace Digital Twin (GDV), ensuring the immutability of evidence and compliance with the chain of custody.
THOT is designed and validated with the aim of offering a degree of integration, usability, security, and reliability that no currently available alternative achieves in demanding forensic environments.
